The Interim Federal Health Program is administered by the federal government through Immigration, Refugees and Citizenship Canada, with claims processed by Medavie Blue Cross. It provides temporary coverage for people who are not yet eligible for provincial or territorial health insurance, including a limited range of dental care aimed at keeping people healthy while they settle in Canada.
Because IFHP eligibility and coverage are set by the federal government rather than by our office, we cannot confirm your eligibility or guarantee what your certificate covers. What we can do is check your IFHP document, explain in plain language what a visit typically involves, and confirm the details before treatment so there are no surprises.
Who IFHP dental coverage is for
IFHP generally provides coverage for people in situations such as:
- Protected persons and resettled refugees
- Refugee claimants awaiting a decision on their claim
- Certain people held or supported under immigration rules
- Others specifically designated as eligible by the federal government
- Newcomers not yet covered by OHIP or another provincial plan

In general terms, that can include examinations, X-rays, and treatments such as fillings and extractions, along with care aimed at relieving pain and infection, subject to the program's limits and any preauthorization it requires.
As with any federal program, the specifics depend on your certificate and can change over time, so we confirm what is covered for your situation before starting. Cosmetic treatments, such as whitening or veneers, generally fall outside what IFHP is intended to cover.
